I think we can blame the animation team for that or rather the budget, I believe a lot of soldiers were hurt just that the amount could not be fully animated since it will be a waste to animate a lot of canon folder characters.

I think that will result in dropping the quality of the animation to create characters that do not matter at all. Large scale animation like that is probably saved for large action scenes especially with the demon lords who have now appeared there will be a lot of war like scenes.

These people do matter for the believability of the scene, the immersion. This discussion would not occur if they had done more copy-pasting

I think it was fully understandable. There was two people there yes, but at the same time she mentioned she could save everyone. It's not a phrase someone would use with two people.

What it seemed like to me is she had one plant and two people in critical condition. The others were hurt but not in dire condition. Now, she had enough to fully restore the whole military back to full strength. She healed both in critical condition and everyone else too.
